OAU Fails Ethical Standards in 2024 ICPC Report

Obafemi Awolowo University (OAU) has been identified as one of the institutions that failed to meet ethical standards in the 2024 Ethics and Integrity Compliance Scorecard (EICS) released by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on December 19, 2024.


The EICS is an annual assessment tool designed to evaluate Ministries, Departments, and Agencies (MDAs) in Nigeria for their adherence to ethical standards, policies, and anti-corruption measures. The scorecard aims to identify organizational gaps, provide actionable insights, and promote self-evaluation within MDAs to enhance compliance with integrity requirements.


In this year's assessment of 330 MDAs, OAU received a score of 0%, indicating a complete failure to meet the required ethical standards. This poor performance places OAU among 15 MDAs that did not comply with the EICS criteria.


The report highlighted several reasons for this non-compliance. According to ICPC Chairman Dr. Musa Aliyu, OAU and other non-compliant agencies failed to conduct necessary system studies and did not submit financial or audit reports. Key issues included a lack of whistleblower policies, inadequate strategic planning, and poor financial management.


The report also noted that no MDA achieved full compliance. It found that 29.55% of MDAs attained substantial compliance, 51.62% had partial compliance, 15.91% showed poor compliance, and 2.92% were deemed non-compliant.


The ICPC plans to take enforcement actions against these non-compliant agencies to ensure adherence to government directives.


In contrast, the Joint Admissions and Matriculation Board (JAMB) emerged as the top performer with a score of 89.75%, followed by the Nigeria Railway Corporation at 89.33% and Nigeria Bulk Electricity Trading Plc at 88.73%.
